Not that stars mean much to me, but is there a reason he has not been rated. Seem since he is Conner's favorite target he should have been seen by someone enough to get a grade.

247 doesn't just throw stars around without doing their homework. It's more than just watching them on film.
Also, stars have gone out to exactly 16 players in the 2013 class for N.C. which is already ahead of the curve when it comes to ranking underclassmen. There will likely be 50+ kids go D1 from North Carolina and it's still crazy early for kids to get stars etc.
Todd Gurley was only known by a handful of analysts this time last year and ended up ranked in the Top 50 in the country. Give it some time.

Doesn't he have a twin brother? Do they want to play school together and if so...would his brother be given a chance to walk-on (not sure he's good enough to warrant a scholarship)?

Yes, Justin.
He's a walk-on candidate and I'm sure the staff would offer him the opportunity unless he wants to go to a lower division as he's not a D1 caliber player.
